When there is a question to ask that involves just that topic, why is it that the topic is changed?
Because our minds wander. Becuase people want to answer but have nothing to say except for what they want to talk about.

Maybe the topic is too uncomfortable to talk about.
Or perhaps the question isn't understood.
I think this question belongs to the topic Yahoo Answers... question regarding this forum itself.
When we post a question, the computer suggests a topic and a few alternatives based on whatever key words it is able to find in the question... this can not be perfect, though quite reasonable as a first shot. If we are not satisfied by any of the suggested topic, it gives us the option to change to whichever we want to choose from all the available topics here. In this process, it does not matter in which topic we have been dealing with just before posting the question.
